Jonah Hecht is a litigator who serves in the firm’s Health Care Fraud & Compliance Counseling Practice, Securities & Complex Commercial Litigation Practice, and White Collar Defense, Investigations & Compliance Counseling Practice. He brings to his practice perspectives from both the government and private sector.

Prior to joining McGonigle, P.C., Mr. Hecht served as Deputy General Counsel at the U.S. Department of Health and Human Services (HHS). There he managed high-profile Administrative Procedure Act litigation for HHS and its divisions, including the Centers for Medicare and Medicaid (CMS), the Food and Drug Administration (FDA), and the Centers for Disease Control and Prevention (CDC).

At HHS, Mr. Hecht also handled legal matters involving HHS’ response to the Covid-19 pandemic, and drafted regulations regarding regulatory reform, Covid-19, and vaccines. He also oversaw HHS’ enforcement actions under the Health Insurance Portability and Accountability Act of 1996 (HIPAA).

Prior to joining HHS, Mr. Hecht practiced at two international law firms, where he handled all aspects of complex commercial, securities, and antitrust litigations.  Many of his clients were financial institutions or the officers and directors of companies in a variety of industries.  Mr. Hecht also represented financial institutions in high-profile securities and white-collar investigations brought by the Department of Justice, SEC, Federal Reserve Bank of NY, and State Attorneys General.

While in law school, he served as Executive Editor and Assistant Articles Editor for the Harvard Journal of Law and Public Policy.
