On March 20, President Trump signed E.O. 14242, Improving Education Outcomes by Empowering Parents, States, and Communities, which directs the Secretary of Education to take steps to “facilitate the closure of the Department of Education and return authority over education to the States and local communities while ensuring the effective and uninterrupted delivery of services, programs, and benefits on which Americans rely.” The subject of intense controversy, E.O. 14242 raises important questions about executive power, the role of Congress, and the future of federal education programs.
